There are many effects you can add to the text on a picture. Like 3D, shadow, texture, fading and so on.
Windy effect
I'll start with this picture:

Now, create a new raster layer. If you can't see the layer palette, click l on your key board:

You'll get a box up, just click ok on it. Ok, on this new layer I'll write the text on:

Now, in the layer palette, right click on the layer with the text on, and click duplicate two times.

On the first layer, choose "geometric effects -> wind" in the top tool bar:

And choose the settings I have chosen:

I have chosen "from right" on this layer. On the layer above, I'll choose "from left". It looks like this:

And the layers looks like this:

Burn and overlay
Both burn and overlay makes the background shine thru. Whether you should choose burn or overlay partly depend on the darkness of the picture and partly on what you think looks nice.
So I’ll start with this picture here:
On both effect types, you have to create a new layer, so let’s start with that. Open the layer palette. If you can’t see it, press the letter L on your key board. Click on the little white square up in the corner:
You’ll get this little box up:
Click OK
You’ll now have a “layer 2”. Now is where the two effects differs, so let’s start with the overlay.
Overlay
Write the text you want on in white. Open the layer palette again, and in the drop down menu to the right, choose overlay:
It will look like this:
It looks pale, so I’ll duplicate the layer with the text on (layer 2). Right click on the layer name to the left (where it says Layer 2) and choose Duplicate:
The result is this:
Burn
This effect is also found in the tutorial called cool picture effects, but I’ve chosen to show it here to since it’s more often used on text. So, like in overlay, write the text on layer 2. But if you choose white color, the text won’t show. So I’ve chosen a light purple. The lighter the picture is, the darker color you have to choose. Since my picture is rather dark, I’ve chosen the light color. Now, open the layer palette, and in the drop down menu to the right, choose Burn:
The result:
The text doesn't show that well, so it's better to use it on a lighter background.
3D text
Write the text with the text tool, on the picture. Make sure the option "Floating" is chosen in the text option box. Click ok when you have chosen the font, colors and size you want.
Now, when the option box is closed, you should see the text on the picture, with a floating edge around. Don't right click on the picture, because the edge will go away, and you don't want that yet.

Go to Effects, in the top bar of the program, and choose 3D effects from the list, choose inner bevel from the list.

I mostly use one of the pre-made effects like angled or pillow. Click ok, and you're done

And the result looks like this:

Shadow
Write the text with the text tool, on the picture. Make sure the option "Floating" is chosen in the text option box. Click ok when you have chosen the font, colors and size you want.

Go to Effects, in the top bar of the program, and choose Drop shadow. Choose the offset: how far from the picture you want the shadow to appear. – is left and above the picture, + is right and bellow. Blur is how sharp the shadow should look: low number makes a defined shadow, high number makes blurry shadow.

Click OK and right click on the picture to make the floating line go away. Wolla!

The result looks like:

Texture
Write the text with the text tool, on the picture. Click on the Fill arrow, you will now get a Box called Pattern up. Click on the arrow area to see the existing patterns. You can choose from many patterns, also from pictures you have open in PSP. So if you find a picture you want to use as pattern, you can have the picture open in PSP while you choose pattern.

Click OK, and that’s that...

The result:

Faded text
Go to Layers in the top menu, and choose New raster layer.

In the new layer, write the text with the text tool, on the picture.

Go to to Layers in the top menu again, and choose Properties

Choose a lower Opacity than 100 %. E.g. 50 %. If you click on the arrow looking button next to the picture of the eye in the option box, you will see how it looks while you fade.

The result is:

See trough text
Make a faded area on the picture like this:

If you don't know how to, read the tutorial called Faded areas.
Choose the text tool, click on the picture where you want the text. You can't move the text after, so you have to click on the exact spot you want the text on. Choose the "Create as"-radio button called "Selection".

Now you have a floating area around nothing. Well, it should look like this:
Press the delete key, and the stuff inside the floating area is now gone. And it looks like this:
