Paint Shop Pro v7 » Sun burst
First you have to find a background pictureture where a sun burst will look natural. Some clouds are nice. I’ll use this background picture
Duplicate the background layer by opening the layer palette (click L on your key board) then right click on the layer in the list and choose duplicate.
Add the sun burst to the bottom layer by going to the top tool bar, and choose Illumination effects then Sunburst. Place the sun where it looks natural.
Add a Gaussian blur to the bottom layer, the one with the sun burst on, so it doesn’t look so pixely.
Reduce the opacity on the top layer until it looks good.
Now, duplicate the layer without the sunburst in, add some hard light perhaps (check the cool picture tutorial, hard light). It might also look good if you erase where the sun shines down…
