I have a cut out horse, completely. Like this:

I will start the smudging process on the tail by setting the "SMUDGE TOOL" to Opacity: 80%, Size: 4. Go with the grain of the tail. If there is wind and you can tell the tail is going one way, smudge that way.

This was what I ended up with.
