Step 1: Open the pic. you want to create the rain on.
Step 2: Duplicate the layer then go to Adjust > Add/Remove Noise > Add Noise. Then set the settings as mine.
Step 3: Your pic. should now look like this:
Step 4: Go to Adjust > Blur > Motion Blur. Then set the angle to whatever you'd like.
Step 5: Now your pic. should look like this:
Step 6: Go to the Layers palette and lower the opacity of the layer to whatever you feel looks best.
Result:
Step 7(optional): Lower the Brightness (Adjust > Brightness/Contrast > Brightness/Contrast) to whatever you feel looks best.
