I stumbled across this effect one day as I was practicing my graphics skills. I had been testing small variations on the rain effect, and suddenly, the snow effect was born. Now you can make your pictures look like they are snowing, in only four simple steps.
I’ll start with this picture:

Step One: Just like in the rain tutorial, you duplicate the layer by going to layers>duplicate.
Step Two: Now comes the actual adding of the snowflakes. With the first layer duplicated, you now go to adjust>add/remove noise>add noise. Once the little window pops up, you must use the exact settings that I have, without changing anything except for the number in the percentage box. The higher the number, the more snowflakes there are.

Step Three: Now that your picture is coated in those little dots, it’s time to make it more, shall I say, snow-ish. To do this you go to adjust>blur>blur more. Now your pic is kinda blurry, and it should look like this:

Step Four: Finally, the last step. You may be wondering why we made the whole pic blurry. Good pics usually are not blurry. That is why we duplicated the layer. Now that your pic is blurry, you can make it look real. Go to layers>properties>opacity. Set the opacity from anywhere between 40 and 85. At opacity percentage 70, this is my result:
