Paint Shop Pro v7 » Grunge dots
This effect can look cool on some picturess.
Open a image in PSP. I'll use this one
Go to Colours -> Decrease Colour Depths -> 2 colours:
and change the settings to so they look like this:
The pic will now look like this:
Then go to Colors -> Increase Color Depth -> 16 million colors.
Press Ctrl + C (copies the layer) then Ctrl + Z (undoes the grunge dots) then Ctrl + L (pastes the grunge dots as a new layer).
Go to Layers -> Properties, and set the opacity to somewhere between about 12-30%. Your end product should look something like this:
